Defence Industries Council: Announcement of Enabling Acquisition Change Study

The Defence Industries Council welcomes the announcement of the results of the Ministry of Defence study into Enabling Acquisition Change. This is a key element of the work to implement the Defence Industrial Strategy and it has been delivered to schedule.

The announcements today will make significant changes to the way MOD does business and consequently will have an impact throughout industry. We are pleased that these changes are been driven by a desire to manage programmes on a through life basis as this should help to ensure better performance of the Ministry’s acquisition plans.

Industry has been pleased to have the opportunity to contribute to this work and we broadly support the reviews conclusions. The announcement addresses many concerns which industry has had. Clarification of the relationship between the equipment capability sponsor and the front line support organisation should help ensure a more effective through life perspective for acquisition decisions. Equally the merger of the DPA and DLO should provide an opportunity to embed the right behaviours in the new organisation based on the Defence Values for Acquisition.

We will need to study the detail of the report particularly over the future arrangements for governance, approvals, strategic planning and finance. We look forward to working jointly with government to ensure implementation is sensitive to business needs and builds on the work of the Defence Industrial Strategy.

We hope industry’s experience can help inform implementation so as to minimise any disruption to delivering the support on which our Armed Forces depend.
