Romano Prodi, President of the European Commission, spoke at the Spring European Council on March 26 in Brussels.
He warned European Union leaders of the dangers of not adopting a common defense policy, and highlighted the broad divide between the role the European Union should be playing in Iraq, and the role that it is actually playing.
