Joseph Christoff, director, international affairs and trade, GAO, testified Nov. 7 before the Subcommittee on International Security, Proliferation, and Federal Services, Senate Committee on Governmental Affairs, on US policy tools for combating proliferation of weapons of Mass destruction. He notably stated that: -- questions exist about how well the United States implements controls on transfers of technology that can be used to develop weapons of mass destruction; --that the executive branch has not assessed national security risks of items such as high-performance computers; --the Commerce Department does not have complete intelligence information on license applicants that may serve as fronts for proliferators or terrorists engaged in illicit activities; --that the U.S. government has difficulties confirming the appropriate use of exported technologies.
