The Pentagon’s Weapons Buying Systems: Lessons Learned

 The Project On Government Oversight, an independent watchdog group, organized a debate on April 3 between three current and former ranking Pentagon acquisition officials on lessons they had learned about the Pentagon's acquisition process.

The participants were:

**Dr. Jacques S. Gansler, Under Secretary for Acquisition and Technology 1997-2001;

**Mr. Philip E. Coyle, Assistant Secretary of Defense and Director, Operational Test and Evaluation 1994-2001;

**Dr. Kenneth Oscar, Acting Assistant Secretary for Acquisition, Logistics and Technology
