Mr Chairman, dear colleagues,
Let me start by saying that Norway has noted with interest the latest initiatives from some EU-nations related to the further development of a common foreign and security policy for the European Union. We have especially noted the British ideas, which on the one hand seem to be a natural expression of a more important role for the EU in Europe's foreign and security policy while recognizing NATO as the principal instrument for preserving security in Europe.
Norway supports a further development of the European security and defence identity. In this regard, we have noted recent talks of EU defence ministers, notably in Vienna. I would emphasize the importance for Norway and the other associate members of being kept informed about on-going deliberations.
Norway believes that the WEU, and the development of the ESDI in NATO, is important for a future European military capacity, also because it underpins a significant US involvement in European security and defence affairs.
At the same time, Norway will follow the coming discussions in the wake of the recent ideas with interest, and be willing to consider different frameworks on the further development of the European security structures. It is however, important that the interests of the associate members of the WEU be fully taken into account in this process.
Mr Chairman,
We note the progress that has been made to date on the development of the ESDI within the Alliance. We are still, however, at a stage where progress will be made step-by-step, but I do believe that we are on the right path. The Framework Agreement should be seen as a general framework to be followed by a tailor-made agreement for a given operation. By the Washington Summit, Norway will do its utmost to contribute to the finalisation of a Framework Agreement between NATO and WEU for the use of NATO assets and capabilities in a WEU-led operation.
The consultation arrangements, for their part, should be set out in a flexible and living document which may be adapted based on experience gained from future joint activities, exercises and operations.
On a different note, Norway welcomes and looks forward to the inclusion of Poland, the Czech Republic and Hungary as associate members next year.
In closing, Mr Chairman, it is in our interest that the ESDI be given a prominent place on the agenda of the NATO Summit in Washington next year. It is therefore important that all nations ensure that necessary priority be given to this work within the limited time at our disposal.
