Gates Touts F-35 As Heart of Future Tactical Combat Aviation

FORT WORTH, Texas --- Defense Secretary Robert M. Gates visited the Lockheed Martin’s F-35 Lightning II Joint Strike Fighter factory here today, assessing progress on what he called “the heart of the future of our tactical combat aviation.”

Gates walked through the mile-long production facility, getting briefed at stops along the way and chatting with workers on the production line.

The Lockheed-Martin facility has been used since 1942 to build military aircraft. Today, the front fuselage and wings of the latest-generation combat aircraft are built here. Then, they’re incorporated, along with the center and aft fuselage pieces built by other contractors, into the final product.

“The importance of this aircraft cannot be overstated,” Gates told reporters, holding up the F-35 as an example of new, innovative and more cost-effective ways to meet the country’s current and future defense needs.

The F-35 is the first aircraft to be developed within the Defense Department to meet the needs of three services, with three variants being developed simultaneously. This brings cost savings and economies of scale not possible with separate aircraft, because the F-35s will share common components and maintenance requirements, Gates noted.

“We cannot afford as a nation not to have this airplane,” he said, noting that every dollar saved in acquisition frees up a dollar to support other critical wartime requirements.

The Air Force will receive the F-35’s “A” variant, which will provide conventional takeoff and landing capabilities. The Marine Corps is slated to receive the “B” variant that has a vertical-lift capability. The Navy will receive the “C” variant, designed for carrier launches.

The different F-35 variants will replace the legacy F-16 aircraft for the Air Force and the F/A-18 and AV-8 aircraft for the Navy and Marine Corps.

Gates said he was impressed by the investments made in the production line, with robotics and automation bringing speed and precision to the operation. Lockheed-Martin poured $1 billion into the facility to prepare it for F-35 production, officials said, and is adding another 250,000 feet of floor space to the more than 1 million square feet currently used.

But even more impressive, Gates said, is the “dedication and clear commitment of the men and women … working on this airplane.” “They’re clearly excited about it,” Gates said. “I’m excited about it.”

Gates said he’s particularly excited that the F-35 appears to be on schedule to equip the first training squadron at Eglin Air Force Base, Fla., by 2011, and enable the Marine Corps to reach initial operational capability by 2012.

“So I am heartened by what I’ve seen here this morning,” he said, “but especially by the commitment of the people putting this airplane together.”

Marine Maj. Joseph Bachmann, an F-35 test pilot who goes by the call sign, “OD,” shares Gates’ enthusiasm about the aircraft he said will deliver a “quantum leap” in new capability.

“It’s important for him to see that this is a beautiful machine,” Bachmann said of Gates’ visit. “But I’d also like him to see that we are being good stewards with the taxpayers’ money, and working together to deliver on time.”

The Joint Strike Fighter will replace not only legacy U.S. aircraft, but also numerous aircraft for the international partners participating in the program.

During today’s tour, Gates walked beneath flags draped over the immaculate factory floor that reflect the broad partnership behind the F-35 program. Along with the Air Force, Navy and Marine Corps flags hung flags of the United States, United Kingdom, Italy, the Netherlands, Turkey, Canada, Denmark, Norway and Australia.

A huge banner at the entranceway to the plant captured the team spirit: “F-35 JSF: Where Our Future Comes Together.”

Gates credited that teamwork with overcoming challenges and moving forward with the program. The goal, he said is to complete the development program in the next few years, then move into full production.

At that point, the facility will ramp up from its current production of one aircraft per month to about one per day.

“We are in this position where we can deliver as promised,” said Jon Beesley, chief F-35 test pilot. “We’re developing things people have never done before and learning a lot of things along the way.”

Mike Bateman, an electrical installer who’s worked with the F-35 program for the past five years, said he’s proud of the way management listens to workers who are always trying to figure out ways to make the aircraft better and produce it faster.

Gates’ visit “is pretty awesome,” Bateman said. “He’s getting a chance to see the quality here, and the fact that we are going to make these schedules and under budget,” he said.

Steve Nelson, a Lockheed-Martin manager who supervises the forward fuselage operation, said he hoped Gates got a sense during his visit about what makes the F-35 such a distinctive program.

“I want him to take away how much the engineering has progressed, and how people are working together to get the fifth-generation aircraft out the door and to our country,” he said.

(EDITOR’S NOTE: Despite the enthusiastic tone of the coverage by the Pentagon’s P.R. machine, Gates seems to have been particularly circumspect in his statements on the F-35 during this visit. Obviously, it is tricky to make a judgment not having attended the event, but the transcripts provided by the Pentagon show Gates treading very carefully indeed.

As expected, he mentioned the JSF’s “extraordinary capabilities” and saluted the “commitment and quality of the men and women who are working on this airplane,” but even then he qualified his statements. “I'm excited about it. I'm especially excited that things seem to be on schedule for the first training squadron at Eglin in 2011 and IOC for the Marine Corps in 2012;” and that “I was encouraged by what I heard this morning.”
He also said that “I'm heartened by what I've seen . . . but especially by the commitment of the people involved in putting this airplane together."

But he also noted that “I can't stand here and say there won't be further cost growth or anything like that, but I think everybody is aware of the importance both of the timelines and the execution of this program to keep the cost as low as possible.”

Later, he again mentioned “the importance of staying on schedule, having that initial training squadron at Eglin in 2011, having the Marine Corps get their first aircraft in 2012 and also just executing the program within the budget.”

And, when asked how credible the JSF Program Office’s cost estimate is, Gates lapsed into Greenspan-speak: “Well, I don't think I want to get specific about that, because frankly, I don't know the specifics that go into that, or into the assessment that was made. I know that there were some assumptions made in putting together that estimate that others have some disagreements with in terms of assumptions.” So, does he think the cost estimates are credible or not? We don’t know.

It’s worth noting that at no time did Gates state unequivocally that he was satisfied with the program’s status, or that it has his full support; he did not even say, in the first person, what he himself thinks of the program: all of his favorable comments quote Lockheed Martin or the JSF Program Office.

In fact, asked by Bloomberg’s Peter Cook how confident he was “at this moment in time that this program will be on budget and on time,” Gates answered that “....I think it's fair to say that [they] are confident that they will meet the timetable.” But we still don’t know what Gates himself thinks.

Finally, while the Pentagon website carries ample coverage of the event, there is no photograph of Gates in front of an F-35. There are, however, five photographs of his visit to the MC-12 production line later in the day, including two highlighted as “lead photos” on the home page. Can this be anything other than intentional?

Had Gates wanted to distance himself from the F-35 program, he would not have spoken differently. Given his relatively lukewarm statements in support of the F-35, one wonders what the point of the whole exercise was, especially as Gates is not in the habit of visiting weapon factories. What does he know about the F-35 that he’s not telling?)

COOK: You also are boosting for commitments to other programs, one of them is the plane behind you, the F-35, close to $300 billion projected of the life of this contract going forward. Tell me why this plane roughly - this plane at roughly $85 million apiece makes sense for American taxpayers going forward and makes sense for the military?

GATES: Well, I think one of the basic things that makes sense is its capabilities. It has extraordinary capabilities as a weapons platform. Another thing that makes sense is that we are developing a fundamental airplane that will be shared by all three services. There will obviously be variants but significant elements of the aircraft, the different variants will have a lot in common. This will help keep the cost down. The cost per airplane, once under production is less than half than that of an F-22. So I think we have created a system here - i think Lockheed Martin and all of their industry partners and the Defense Department, and one of the things I have talked with their leadership today is the importance of staying on schedule, having that initial training squadron at Eglin in 2011, having the Marine Corps get their first aircraft in 2012 and also just executing the program within the budget.

COOK: How confident are due [you?—Ed.] at this moment in time that this program will be on budget and on time?

GATES: Based on what I've been briefed on before I came here, and here, I think that a lot of the highest risk elements of the program are behind us at this point. I think there are still management and execution issues that have to be dealt with. I think they are dealing with those. And I think it's fair to say that are confident that they will meet the timetable set I just described.

Did a little reading on the history, and we've been producing combat aircraft for the United States of America in this plant since 1942. And now it has the latest generation in combat aircraft that are being produced here, the Joint Strike Fighter, the F-35.

I was very impressed by what I saw this morning, by the investments that have been made in the production line, in the robotics and automation, in the -- but I would say especially by the dedication and clear commitment of the men and women who work principally from Lockheed Martin, but from their principal partners as well who are working on this airplane.

They're clearly excited about it. I'm excited about it. I'm especially excited that things seem to be on schedule for the first training squadron at Eglin in 2011 and IOC for the Marine Corps in 2012.

We obviously have a huge investment in this aircraft. It is the heart of the future of tactical combat aviation for our services. So the importance of this program can hardly be overstated. And I was encouraged by what I heard this morning in terms of progress and the ability to overcome the challenges that have already been overcome and begin moving toward completion of the development program in the next few years and then full production.

So I'm heartened by what I've seen here this morning, but especially by the commitment of the people involved in putting this airplane together.

So I feel it was a very good visit, and I'm happy to take a few questions. Ann?

Q (Off mike) -- two things. First, could you say a word about the current state of play on the two engines for this aircraft? Is there still a standing veto threat? And have you received General McChrystal's assessment? Do you share his assessment that the current strategy in Afghanistan is not working?

SEC. GATES: That would be General McChrystal's assessment of the F-35?

Q He probably is going to ram that in there. (Laughter.)

SEC. GATES: First of all, we have looked at the business case a number of times in terms of an alternative engine to the F135. The general conclusion is that it would cost several billion dollars in addition; that it would, just by the nature of things, be three or four or more years behind the F135 engine. And there's no reason to believe that it would not encounter the same kinds of development challenges that other new engines have encountered along the way.

And so at this point, where we're trying to count every dollar and where a dollar from one program -- added to one program takes away from another program that we think is more important, we feel strongly about the fact that there is not a need for a second engine.

And the president's advisers -- the Hill has been informed that the president's advisers would recommend a veto if that's in the bill. The final decision, obviously, is up to the president. (end of excerpt)
