The State Concern "UkrOboronProm" (UOP) started the practical stage of its reform – a complex transformation, including strategic planning, international audit and restructuring. This was reported by UOP leadership at the press conference, devoted to the state of UOP reform and plans.
For the first time in Ukraine’s history, such a large-scale transformation of the state industrial association will be carried out, and the leading consulting company – consortium of world-class companies with a strong and effective operational experience in the field of defense industry will be engaged. UKROBORONPROM established a Tendering committee to select the international consulting company using "competitive dialogue" procedure.
"We have only one attempt to implement a project of this magnitude, which is why we strive to attract the best specialists to implement it effectively," said Deputy Director General of the SC "UkrOboronProm" Volodymyr Kostrytskyy.
He added that these measures will allow development of the most effective means for developmental growth of the entire defense industry of Ukraine.
"UKROBORONPROM transformation will meet the requirements of Ukraine’s Euro-Atlantic integration, it will provide for openness of such an industrial giant as UKROBORONPROM, strengthening international cooperation and optimizing innovation processes," said Denys Gurak, Deputy Director General for Foreign Economic Activity.
The speakers explained that engaging strategic consultants would allow transparent and rational assessment of UKROBORONPROM assets, to develop a clear plan for corporatization of enterprises with the further possibility of creating effective production clusters.
Volodymyr Kostrytskyy mentioned corporatization of UOP enterprises would allow to create transparent management structures, Supervisory Boards, and establish common rules, including those for international investors. "Corporatization is the only fast and effective way of attracting foreign investments," said the deputy.
Co-chair of the Independent Defense Anti-Corruption Committee TI-Ukraine Oleh Rybachuk mentioned that UKROBORONPROM became the first partner of Transparency International in Ukraine. "Our committee has been working for over a year and – together with the State Concern – aims to bring MIC closer to the international standards. Today, we welcome this important and consistent step in UOP reform," he added.
It should be mentioned that the representatives of the Independent Defense Anti-Corruption Committee – created by Transparency International-UK and Transparency International-Ukraine – joined the process of transformation of the defense industry of Ukraine. For example, the Transparency International expert is the member of theTender Committee, mentioned above.
