Sir Peter Spencer and General Sir Kevin O’Donoghue are together leading the work to merge the Defence Procurement Agency and Defence Logistics Organisation on 1 April 2007. The new organisation will be called Defence Equipment and Support (DE&S), and on formation will be led by Kevin O’Donoghue as the first Chief of Defence Materiel. It is planned that he will hold the post until late 2008.
Bill Jeffrey, Permanent Secretary and Senior Responsible Owner for the Defence Acquisition Change Programme, of which the creation of Defence Equipment and Support is part said:
"Since I joined MOD last November, I have been deeply impressed by Peter and Kevin’s respective contributions to the organisation, and grateful to them for their joint leadership in taking forward merger implementation in recent months.
"I pay particular tribute to Peter’s central role in driving and delivering vital and impressive year-on-year improvement in the DPA’s performance against its key targets, and Kevin’s leadership of the DLO over a period of substantial operational pressure and efficiency delivery.
"As a Department, we must build on these achievements, and I look forward to continuing working with both Peter and Kevin on that over the next very important six months."
Peter Spencer said:
"I warmly congratulate Kevin on his appointment as Chief of Defence Materiel and will continue to work with him to ensure the new organisation is ready for vesting day on 1 April 2007. I also congratulate all the staff in the DPA on the major improvements in performance they have achieved in the last four years."
Kevin O’Donoghue said:
"I am very pleased to have been selected to be the first Chief of Defence Materiel. I look forward to the challenge, and to working jointly with Peter in the meantime to ensure the new organisation is ready, as it must be, to perform from day one. We are both grateful for the very great effort and support that all our people are giving to make this work."
An announcement on the rest of the top structure of Defence Equipment and Support will be made shortly.
