Australia To Review Helo Training (Jan. 17)



Broadly, the Rotary Wing Flying Training Review Project has two aims:

--For Army - it will market-test "civil-like" non-military flying and maintenance training and training support at the Army Aviation Training Centre (AAvnTC), Oakey.

--For Navy - it will seek to replace the AS350BA Squirrel with a more appropriate Lead in Training aircraft.

A Statement of Requirement (SOR) is currently being developed and the Request for tender is unavailable for release at this date.


DETAILS
The first major deliverable of the Rotary Wing Flying Training Review (RWFTR) was the Keatsdale Report, released in 1999. Following the recommendations of the Keatsdale Report and the subsequent Chiefs of Staff Committee (COSC) reviews of 1999 and 2000 it was agreed that a phased market testing and commercialisation of selected helicopter training and training support at the Army Aviation Training Centre (AAvnTC) should be conducted.

Accordingly an Army Rotary Wing Flying Training and Related Support project was established at Oakey. Broadly, the project will market-test "civil-like" non-military flying and maintenance training and training support at the AAvnTC.


NAVY
The helicopter training conducted by the Navy was also in the scope of the RWFTR. As a result an independent Navy RWFTR Project is being conducted. A Joint Project Board is to be formed by 31 Jan 02 that will primarily coordinate joint issues. The Army and Navy project boards will be subordinate to the Joint Project Board. The Army and Navy project offices maintain a close liaison that allows sharing of information. The intention is for both Request For Tenders (RFT) to be released simultaneously, allowing industry to submit a tender for either Army or Navy SORs or both.

The initial, and major, objective of the project is to market-test and (if viable) commercialise, via a holistic performance-based contract, the conduct of "civil-like" non-military rotary wing flying and maintenance training, the provision of courseware support and the maintenance of the AAvnTC's helicopter fleet.

A second objective of the project is to cost the provision of a complete helicopter package, including the supply of commercial aircraft. This commercial aircraft option would be exercised in the future subject to the financial viability of the option.

This project's time and space imperatives are:
--that the commercialisation occurs not before 1 Jan 03;
--that the commercialisation occurs not less than twelve months before the start of Air 87 training at the AAvnTC; and
--that the introduction of a new contractor furnished basic training helicopter does not occur concurrently with the introduction of another training helicopter (e.g. Air 87 helicopter or additional lift sqn helicopter) to the AAvnTC. (This does not preclude the introduction of a contractor supplied and operated training support helicopter (Iroquois replacement)).

A Navy RFTWR project was established at HMAS Albatross, Nowra. Broadly, the project will seek to replace the AS350BA Squirrel with a more appropriate Lead in Training aircraft.


ARMY
The helicopter training conducted by the Army was also in the scope of the RWFTR. As a result an independent Army RWFTR Project is being conducted. A Joint Project Board is to be formed by 31 Jan 02 that will primarily coordinate joint issues.
