Lithuania and Germany Further Build on Military Cooperation by Increasing Deterrence and Defence in the Region

On March 7, Minister of National Defence Arvydas Anušauskas discussed military cooperation between Lithuania and Germany seeking to further improve deterrence and defence on the eastern flank of NATO with Federal Minister of Defence Boris Pistorius on a visit in Vilnius.

The guest was briefed on the security situation and assessment of the Russian capabilities in the region. A. Anušauskas underscored the intention to implement the Joint Communique signed by the Chancellor of Germany and the President of Lithuania and presented detailed plans and progress made in developing infrastructure for Allied forces.

“Lithuania aims for a permanent deployment of a German brigade on the ground. We are putting in place a plan for developing shortly the infrastructure necessary for a German brigade in Lithuania. I have presented this plan to the Minister during our meeting,” said A. Anušauskas.

Minister A. Anušauskas noted that the first part of the plan introduced a higher intensity of joint training in Lithuania so that the intense training programme could ensure an uninterrupted presence of at least one German battalion in Lithuania. Second, decisions have been taken on developing the infrastructure for the German Brigade in Rūdninkai, Pajuostis and Kairiai, the design part of the endeavor will begin soon, the recently established Rūdninkai Training Area is intensely developed and other training areas are expanded. Third, infrastructure is developed for prepositioning the equipment and ammunition in Lithuania for the German Brigade.

A Joint Work group has been established by the Ministries of Defense of Lithuania and Germany to look into the matter at expert level.

Another topic Ministers discussed at the meeting was strengthening of the air defence in the eastern flank of the Alliance. Corresponding decisions are expected before the NATO Summit in Vilnius this summer.

Ministers A. Anušauskas and B. Pistorius also discussed the plans for further assistance to Ukraine, training for Ukrainian military, joint contribution of Lithuania and Germany to international operations and joint initiatives for strengthening defence industry. Germany is a critical and reliable Lithuania’s partner on security and defence. “We appreciate Germany’s contribution and efforts to strengthen the security of Lithuania. In our turn, we adhere to the indicatives that Germany finds of importance in demonstration of mutual commitment to a close military cooperation,” underscored said A. Anušauskas.

Aside from the time in Vilnius, Minister B. Pistorius’s schedule in Lithuania encompassed visiting Rukla and Pabradė. Military personnel of the German Brigade pre-assigned to Lithuania are training at Exercise Griffin Lighting with the Lithuanian Armed Forces at Pabradė.

Defense Minister Pistorius underscores NATO alliance solidarity in Lithuania

BERLIN --- 800 soldiers are permanently in Lithuania, 600 more from Germany are taking part in Exercise Griffin Lightning. Together they demonstrate solidarity in the NATO alliance and the close partnership with the Baltic state. Defense Minister Boris Pistorius visited the German troops and spoke to Lithuanian government officials.

Pistorius held talks with Lithuanian government officials in the capital, Vilnius. He met President Gitanas Nausėda and Defense Minister Arvydas Anušauskas. Pistorius underlined the importance of cooperation between Lithuania and Germany and thanked the Lithuanian citizens for their hospitality towards the German soldiers.

“We stand firmly with our allies. Our commitment in Lithuania is lived alliance solidarity. With its partners in Lithuania, Germany is making an important contribution to credible deterrence on the eastern flank," emphasized Pistorius in Lithuania.

Germany not only supports Lithuania as the framework nation of the Battlegroup eFP (enhanced Forward Presence) and with the advanced command post of the brigade eVA (enhanced Vigilance Activities), the Panzergrenadierbrigade 41.

The German Navy also makes its contribution to the protection of the Baltic sea routes and thus contributes to security of supply in the region. The German Air Force takes part in air patrols to protect Lithuanian airspace as part of NATO Air Policing. There are currently around 1,450 German soldiers in Lithuania.

An important contribution to deterrence

Defense Minister Pistorius arrived in Lithuania on Monday afternoon. In the evening he held talks with the Bundeswehr members of the multinational eFPenhanced Forward Presence battle group. Since the beginning of 2017, Germany has been the framework nation for this battle group, which consists of soldiers from seven nations: Germany, Belgium, the Czech Republic, Luxembourg, the Netherlands, Croatia and Norway.

The troop presence serves to protect the Baltic States and Poland - and as a deterrent. Russia must be prevented from threatening NATO territory. For this reason, after the annexation of Crimea in 2014, NATO battlegroups were stationed in Poland, Lithuania, Estonia and Latvia. During his visit to Lithuania, Pistorius underlined that Germany was fully fulfilling its responsibility in NATO.

Protection of NATO's eastern flank

After Russia's illegal attack on Ukraine last year, Germany and Lithuania also agreed on more intensive cooperation to strengthen defense capabilities. These measures are part of the Alliance's enhanced vigilance activities. A German-led command post known as Forward Command Element (FCE) has been permanently stationed in Lithuania since autumn 2022. Its task is to prepare the transfer of personnel and material. Should it become necessary, the main forces of a combat troop brigade in Germany can be relocated to the eastern flank of NATO in a short time in order to protect Lithuania and the alliance area.

Griffin Lightning - Deterrence and Strength

Exactly this transfer of forces from Germany to Lithuania was practiced during the exercise Griffin Lightning. Parts of the Panzergrenadierbrigade 41 from Neubrandenburg came by sea with their armored personnel carriers. Soldiers from Jäger Battalion 413 from Torgelow, Panzer Engineer Battalion 803 from Havelberg, Reconnaissance Battalion 6 from Eutin and Supply Battalion 142 from Hagenow deployed their combat vehicles more than 1,200 kilometers overland to the Baltic States. The German reinforcements then practiced with the Lithuanian armed forces at the Pabrade military training area.

The soldiers demonstrated their skills in a complex scenario. Infantry and armored vehicles had to work together and complement each other's capabilities. It was also about coordinating oneself in a dynamic situation in order to react flexibly to the unforeseen. Minister of Defense Pistorius was impressed by what the force demonstrated to him.
