Reports & Analysis

The figure in a press release is usually the third version of that figure. Earlier ones sit in budget justifications, selected acquisition reports and program documents, and comparing them across years is often the whole of the analysis.

This section carries the longer work. Program histories, cost and schedule analysis, data compiled across multiple budget cycles, force-structure comparisons, and assessments of what published figures actually support.

Method is stated with the result. Where a figure comes from a comparison of successive budget justifications, that is said. Where it rests on a single official statement, that is said too, along with what would be needed to confirm it.

Analysis here does not forecast. It establishes what the available evidence supports, and marks where it stops, which is usually earlier than most commentary admits.
