GAO / Think Tank Reports

An audit says things a program office cannot. GAO reports on major acquisitions have flagged unit cost growth, concurrency risk and unrealistic schedules years before those problems became public, usually in an annex, in careful language, with the agency response printed underneath.

This section covers published institutional work. GAO and inspector general reports, the UK National Audit Office and equivalent bodies, parliamentary and congressional committee findings, and research from RAND, CSIS, IISS, SIPRI, RUSI and comparable institutes.

Reports are covered as reports. The finding is separated from the method that produced it, the agency response is included, and where two institutions reach different conclusions on the same question, the assumptions behind each are what get compared rather than their reputations.
